Pres. Cyril Ramaphosa sê Suid-Afrika gaan voort met sy onderhandelings met Amerika oor dié land se 30%-handelstarief wat op 1 Augustus in werking tree. “Ons verwelkom die verbintenis van die Amerikaanse regering dat die 30%-tarief ná afloop van die onderhandelings onderhewig aan wysigings is,” lui die verklaring wat ook op sosiale media uitgereik is. Volgens Ramaphosa is die tarief gegrond op ’n betwiste interpretasie van die handelsbalans tussen Suid-Afrika en Amerika, wat deel is van die kwessies wat die twee lande se onderhandelingspanne tans bespreek. Hy sê Suid-Afrika se siening is dat die wederkerige tarief van 30% nie ’n akkurate voorstelling van die beskikbare handelsdata is nie.

 Five thoughts on the latest round of US tariffs:


So far, quite asymmetric. As the chart below shows, most of the countries are quite small in the US import mix, apart from Japan and Korea. The biggest source of US imports is the EU, China, Mexico, Canada and increasingly, Vietnam. These are the most important deals from the point of view of the US economy and the ones the market will focus on.
The announced tariffs are not that different from April 2 and still make little sense in terms of economic theory or geopolitics. How is a trade deficit with Bosnia Herzegovina is a national security threat to the US? Much of this lacks substance. Real trade agreements are complex and take years to negotiate.

The muted market response suggests that nobody believes this is the end of the story. There will be ongoing negotiations, deals, postponed deadlines, additional tariff threats, shifting goalposts etc. These will probably wax and wane with market sentiment and the performance of the US economy. Recently, the S&P500 has been on a tear and the US economy seems resilient – this probably emboldened Trump to pull out a big stick again. As the US economy weakens, his appetite for deal-making will probably increase.

The above notwithstanding, the most extreme left-tail outcomes will probably be avoided, i.e. 145% tariffs on China and section 899 “revenge taxes.” Markets have short-attention spans, and will probably move on eventually. Other countries will continue to prioritize trade among themselves and try to diversify away from the US.

This includes South Africa. 30% tariffs are a blow (assuming this is where they land) especially for farmers and the automotive industry. About 7% of SA exports go to the US. Unlike for some other countries, this is not a recession-inducing threat.
