The South African Health Products Regulatory Authority (Sahpra) has granted conditional Article 21 authorisation for the import of the Turkish Dollvet vaccine against foot-and-mouth disease (FMD). In a statement issued on Friday, 13 February 2026, Sahpra also confirmed that it is considering an additional application for the same vaccine.Dr Boitumelo Semete-Makokotlela, CEO of Sahpra, stated that Article 21 of the Medicines and Related Substances Act (Act 101 of 1965) provides a controlled mechanism for the import of unregistered vaccines or medicines under strict regulatory standards. This allows Sahpra to respond quickly to urgent animal health issues while ensuring quality, safety, and efficacy are maintained. All authorisations granted under this provision are temporary and subject to ongoing review.
